Is Performance Max worth it for a small budget?
Small-budget accounts are actually one of the better fits, with one condition attached.
Yes, with one condition: you need enough monthly spend for Google's bidding model to see a reasonable number of conversions to learn from, generally a few dozen conversions a month at minimum. Below that, any automated bid strategy, Performance Max included, struggles to find a pattern regardless of budget size.
If you clear that bar, Performance Max is a strong fit for a small budget specifically because you cannot afford to build and manage a dozen tightly targeted Search campaigns by hand. Feeding one campaign a real budget and letting it explore Search, Display, and YouTube at once is a faster way to find out where your demand actually is than manually testing channels one at a time on a limited budget.
Check this after 3 to 4 weeks: open the channel-level breakdown and see whether spend is landing mostly in Search (a good sign for a small budget) or has drifted heavily into Display and YouTube at a much lower return. That is the moment to add exclusions or scale back.
